Preheat oven to 425 degrees F and line large baking sheet with parchment
Place peppers and onions on one side of the tray, and cabbage wedges on the other
In a small bowl, whisk together the olive oil, garlic power, caraway seeds, lemon juice, and salt and pepper
Brush the mixture over the cabbage wedges and peppers (you may need to use your hands to fully coat the peppers)
Roast for 20 minutes, then carefully remove from the oven, and place kielbasa on the side with the peppers, gently mixing in with the peppers
Place back in the oven for another 20-25 minutes, until edges of the cabbage begin to crisp
Remove from the oven, salt and pepper to taste. If you prefer a more lemon-y flavor, you can squeeze addtional lemon juice accross the pan
